    CPA funding approved by Town Meeting  Apr 8, 2009
    But Charles Lamb, a member from Precinct 4 and chairman of the Capital Expenditures Committee, pointed out that using Community Preservation Act (CPA) funding, with the promise of at least 30 percent matching from the state, makes more fiscal sense than borrowing the money, even at historically low rates of interest.
