    " Define "smaller item". Is it 20 billion? 1 billion? 900 million? 500 million? The point is "a billion here and a billion there, pretty soon you're talking about real money". Take out everything that is not absolutely necessary right now. Then take your time and discuss the other items. McCain is right.
